Le ministre des affaires étrangères mauritanien, Smael Ould Cheikh Ahmed, est arrivé, lundi, au Maroc, dans le cadre d’une visite officielle, au cours de laquelle il rencontrera son homologue marocain, Nasser Bourita, pour discuter des relations bilatérales et questions d’intérêt commun, notamment la question du Sahara.
Le Maroc avait annoncé le report d’une visite du chef de la diplomatie mauritanienne à Rabat, prévue fin mars dernier. Ould Cheikh Ahmed était alors porteur d’un message spécial du président mauritanien, Mohamed Ould Cheikh El Ghazouani, au souverain chérifien Mohamed VI.
Le ministère des affaires étrangères marocain avait déclaré que la visite avait été reportée en raison des mesures et contraintes imposées par le contexte de la pandémie du Covid. Toutefois, certains analystes rappellent que, avant cette visite d’une semaine, le président mauritanien avait reçu un membre du bureau politique du front Polisario, en l’occurrence, Brahim Moustapha Seyid. De même que le ministre des affaires étrangères mauritanien avait reçu son homologue algérien, Sabri Bougadoum. Ce qui avait provoqué la colère du gouvernement marocain sur son voisin du sud, d’autant que la Mauritanie n’avait pas pris de position claire sur la « marocanité » du Sahara et le plan d’autodétermination proposé par le Royaume comme solution au conflit.
D’autres analystes considèrent, en revanche, que la visite n’avait pas été reportée, mais tout simplement annulée, ce qui explique l’existence d’une crise diplomatique entre les deux pays, ce qui ne fait aucun doute.
En outre, l’annonce, par le Maroc, de l’urbanisation de la ville de Legouéra un coup fatal à la plus importante zone économique de Mauritanie, dans la mesure où le nouveau port de Legouéra aura un impact néfaste sur l’activité commerciale du port de Nouadhibou, ce qui ne contribue guère à renforcer les relations entre les deux pays. Pourtant, la Mauritanie n’a pas fait de commentaire officiel sur le plan marocain.
En dépit de l’immobilisme qui caractérise les relations bilatérales, le Maroc s’est tout de même rendu compte que la position de son voisin du sud s’est graduellement rangée en faveur du Royaume lors des évènements de Guerguerat, lorsque la Mauritanie soutint le Maroc dans ses efforts de sécurisation du passage frontalier, nonobstant sa reconnaissance du front Polisario.
Par conséquent, il est espéré que la visite de ce lundi redonne de la chaleur dans les relations bilatérales, après tout le froid et la tension sourde des derniers mois. D’autant que le Maroc n’a guère besoin de provoquer davantage de crises avec ses voisins. En plus de la profonde crise avec son voisin algérien, le Maroc traverse une crise avec l’Espagne. Crise qui s’est amplifiée jusqu’à la tension du langage diplomatique entre les deux pays.
